Where do I use the IDs?

In OLX offers search, as region_id, city_id or district_id.

Do I pay for lookups that come back empty?

No. You are charged per result, so a request that finds nothing costs nothing. Testing this against a messy list is free to get wrong.

5 points per run, which is $5 per 1,000 runs. The sample response billed 5 points for 2 records, so the price does not scale with the number of records returned.

Every parameter is optional. Pass region_id to list the cities of that region. max_items goes up to 500 (default 100). Billing is per run, not per record: the sample below billed 5 points for 2 regions.
